E.g., if one character stomps another character, they should be at least 1.2× as shown by Vegeta vs Dodoria. Besides that, there's actually having in place who's stronger and who's weaker, so there's that. Besides those two, it's all fair game. Official power levels are often contradicted directly by statements or feats in the manga, and that's why some of us choose not to use them. Nappa being 4,000, for example, is a prime contender for being contradicted by both feats and statements in the manga. Everything I say is accurate , because I say so. Daizenshuu doesn't has to be followed. Because it doesn't make any sense in general.
